Is the organization, "Angadi" a government organization like Texas Parks & Wildlife or a private organization like the Texas Deer Association or Texas Trophy Hunters Association? Or some hybrid of both? Must you go through Angadi to hunt deer in Mexico?

I have hunted in Mexico and only Mexico for the past 8+ years.  You don't do anything with Angadi.  You go through your land owner and he will deal with Angadi to get your deer tags, etc.  We also you an outfitter for all of our rifle permits.  I use to do all the gun permits myself but it was a pain and worth the $250 spent.
