Texas Public Hunting and Limited Public Use Permits 2009-2010

 In a continuing effort to provide additional public hunting opportunity on land under its control, Texas Parks and Wildlife Department (TPWD) offers a variety of access permits. Each type of permit is tailored to address specific preferences of sportsmen while assuring proper management of the wildlife resources. The Department’s drawings for hunts by Special Permit will continue generally in the traditional mode employed since 1954. Changes in the program including new application cards, minimum age for applying, species available for hunting, and regulations have been made over the years.  This brochure deals only with the drawings for Special Permits and the hunts by Regular Permit.

Special Permit recipients are selected by drawing. There is a limit on the number of hunters participating in drawn hunts. Hunters may apply in the computer drawing each year for only one of the areas listed in each hunt category. Each adult applicant 17 years of age or older is charged an application fee of $3 per card/application except for the Private Lands hunts and Guided Hunt Packages that have a $10 application fee. Successful adult applicants are charged a permit fee. There are no application or permit fees charged for youth participants, ages 8 through 16, for any of the hunts. On Youth Only hunts, the application fee and the permit fee are waived for both the nonhunting adult supervisor and the youth hunter. The application forms for Special Permit hunts are located in the back of this publication.

A Regular Permit may be available for certain small game and waterfowl hunts. Regular permits are issued at the hunt area on a firstcome firstserved basis; the department reserves the right to limit the number of hunters. A $20 fee is charged for each Regular Permit issued, however, the Regular Permit fee will be waived for minors (under age 17) hunting under the supervision of an authorized adult who possesses a Regular Permit and for persons possessing an Annual Public Hunting Permit.

A $48 Annual Public Hunting (APH) Permit provides access to over one million acres of public hunting lands located throughout the state at designated times for various types of hunting and other outdoor recreational activity. A $12 Limited Public Use (LPU) Permit is also available, which provides access for fishing and recreational use to the same areas at the same times as provided by the APH Permit. A detailed explanation of the APH Permit and the LPU Permit is given on page v of this publication.

Public access for purposes of recreational use of public hunting lands is ncouraged. Access for these uses requires either the (1) Annual Public Hunt Permit (APH), or (2) Limited Public Use Permit (LPU). Access is also available without a permit for persons participating in educational programs, management demonstrations, or other scheduled events sponsored or sanctioned by TPWD with written approval.

Public access for purposes of recreational use may be restricted during certain times, notably when drawn public hunts are in progress. You are advised to contact the particular area of interest in advance to determine designated times and provisions for public visitation.

REMINDERS
The following is a list of some things hunters should do before applying for a hunt or going to the area, and during their stay on the area.

1. Applicants for Drawn Hunts are restricted to hunters 8 years of age or older.
     Persons under 17 years of age must be accompanied by a permitted authorized
     adult 18 years of age or older (parent, guardian, or an adult with written
     authorization from same).
2. Apply for only one area within a hunt category and use the appropriate card 
    provided for that category.
3. Submit your application and required application fees for a Special Permit
   drawing in time to be received at the Austin TPWD headquarters office prior to 
   the deadline for the concerned hunt category.
4. Obtain valid licenses and hunting stamps required to participate in the hunt.
5. Be sure that you meet hunter education requirements if you were born after
   September 2, 1971 (see page 46).
6. Bring the Special Permit issued to you by TPWD for validation at the area.
7. Make sure you have in your possession a driver’s license or personal 
    identification certification.
8. Bring a garment of daylight fluorescent orange including orange headwear 
    and wear it if required.
9. Bring the equipment (archery or type of firearm and ammunition) required 
    for the hunt.
10. Bring all necessary supplies; none are available on the areas.
11. Report to the check station at the designated time for hunts conducted 
      under a Special or Regular Permit.
12. Report to TPWD personnel at the check station before hunting and check 
      out upon leaving the area.
13. Always handle firearms with caution.

IMPORTANT CHANGES FOR 2009
Texas Parks and Wildlife Department has raised licenses and permit fees approximately 5% in order to maintain current programs and services. Public hunting permit fees have increased to $80 for the standard period hunt fee, $130 for the extended period hunt fee, and $20 for the Regular (daily) Permit fee. Nonrefundable application fees for drawn hunt have not increased and remain $3$10 for each applicant 17 years of age or older. There are no application or permit fees for youth age 8 to 16.

There have been two important rule changes to the Public Hunting Program for 2009-2010.

1. Youth hunters must be supervised on all general and youth only hunts. For youth age 12 to 16 having completed Hunter Education Certification, the requirement for direct supervision is relaxed to the extent that the youth is not required to be in the immediate presence of the supervising adult. Youth hunters under 12 years of age MUST be accompanied by a supervising adult even if they have successfully completed Hunter Education Certification.

2. Persons utilizing offroad vehicles, allterrain vehicles, or other motor vehicles to directly assist a disabled hunter must remain within normal vocal range of the disabled hunter while on public hunting lands. There are three new areas offering drawn public hunts this season:
• Palo Duro Canyon State Park • Lake Texana State Park • Stephen F. Austin State Park

In addition, Pedernales Falls State Park and the Pedernales Falls State Park Annex will be offering public drawn hunts again.

Due to damage from Hurricane Ike, hunters wishing to utilize Sea Rim State Park for Regular (daily) Permit waterfowl hunts should report to the J.D. Murphree WMA. Refer to the “Regular Permit Hunts” and “Area Descriptions” sections of this booklet for more information.

Pay strict attention to the application deadlines listed for each Hunt Category and on each application card. Applications with any required application fees must be received at the Texas Parks and Wildlife Austin headquarters by 5:00 p.m. on the deadline date.

OTHER PUBLIC HUNTING OPPORTUNITIES

Annual Public Hunting Program

The $48 Annual Public Hunting (APH) Permit offers additional public hunting and outdoor recreational activities on over one million acres of land. The APH Permit allows you to choose from multiple areas to hunt for a variety of legal species. You can select the time and place to hunt and you can utilize the areas as many times as you want. A few areas require an additional drawing for a hunting position. Hunts available under the APH Permit include migratory game birds, quail, turkey, deer, feral hog, and other small game.

Legal game and hunting methods vary on different units. You may hunt the species and use any means or methods as indicated by the legal game box for a specific unit. A listing for each unit is shown in a comprehensive Map Booklet that you receive after purchasing the APH Permit. Primitive campsites are available on many of the areas for use by permit holders. There are several Postcard and Phone Reservation hunts available to APH Permit holders,including several for youth.

The APH Permit waives the $20 Regular Permit fees for the public hunts by Regular Permit listed on pages 4750 of this Application Booklet. Youth under 17 may hunt free with a special resident hunting license if they are under the supervision of an authorized supervising adult who possesses the required permit.

Those who only wish to utilize public hunting lands for activities such as fishing, camping, hiking, photography, etc., can do so with a $12 Limited Public Use (LPU) Permit. The LPU Permit allows adults 17 and older access to public hunting lands at the same times that access is allowed under the $48 APH Permit, however it does not allow the permit holder to hunt.

Both the APH and LPU permits are valid from September 1 through August 31.

Either permit can be purchased anywhere hunting and fishing licenses are sold. If you wish to receive a map book at the time of purchase, you must purchase the permit(s) at a regional TPWD law enforcement field office (listed in the Texas Parks and Wildlife Outdoor Annual– Hunting and Fishing Regulations), otherwise the map booklet will be mailed to permittees. For your convenience, the Map Booklet may be viewed and printed from the TPWD Web site.

When purchasing a permit for yourself or another person, you must be able to provide the following information for the concerned individual: name, mailing address (including zip code), social security number, county of residence, sex, height, weight, color of eyes, color of hair, and date of birth.
