He looks 3.5 years old judging from the tarsals and brisket, but doesn't have much of a 9 pt rack.  Tough call - I'd wait a year and see.  If he's not substantially bigger cull him out.

Could be as much as 4.5 with that head. Got some room on beam for G-4's. Probably give him another year. Depends on ranch as well and ratio, etc. If the ranch had enough better deer, it wouldn't hurt to take him out. Good kid deer/first buck.

about 3.5 years old i would have to pass and wait on him i passed alot of that size up this year.

Is this a take-off from Shoot or Wait on whitetaildomains.com?  I've seen something like this on that site where a biologist scores how you did so you can learn from it.

I would wait at least another year.  He is less than 13 inches inside.  From the looks of the place from the video, larger more mature deer, are possibly produced and harvested here.  I would definitely wait one more year.
