Since the age of eleven, Captain Charles W. Since this span of water only averages around three feet in depth, fishing is done on a thirteen foot Dargel Skooter for a single client and on a twenty-one foot Dargel Skout for larger groups. Bay and Inshore Fishing

For the Shallow Water Enthusiast...South Padre Island and the Lower Laguna Madre are a Tropical Paradise!  Our beaches offer some of the best sun-bathing and water sports found anywhere on the Gulf Of Mexico.  The Lower Laguna Madre bay system has one of the largest Pristine Eco-Systems in the entire World.  The Lower Laguna Madre stretches from South Padre Island, at its South end, to the "land cut" to the North.  That's close to 70 miles of unspoiled waters to fish.  Anglers from around the Globe come to fish the shallow flats and backwater bays that hold trophy Redfish and Speckled Trout.

The Pelican Services offers many ways to meet  Mother Nature in her own intimate backyard.  By spending 3 to 4 days (year round) a week on the flats and bays, I see and encounter nearly all that our area has to offer...however...nearly everyday brings a new and awesome experience.  We fish for Flounder...Snook...Speckled Trout...and occasionally a Tarpon.  We are Experts at sight-casting for REDFISH!

It would be my pleasure to personally show you the Lower Laguna Madre...at your leisure!  From walking out and wading the sand flats...to Fly-Fishing the backwater spoils and underwater grass fields...to drifting and picking out your Trophy Fish!  I will see that you experience the thrill of "stalking" and "catching" the truly great game fish in our area.  I practice "catch and release" on a daily basis, and I encourage everyone to do the same.

"The" Pelican is a totally customized flats fishing boat.  It has a smooth dry ride on windy days and is a stable fishing boat with raised platforms on the front and rear to enable us to "sight-cast" to your trophy catch.  "The" Pelican can take us where we want to fish...and in comfort!

Offshore and Deep Sea Fishing

Folks...the Gulf of Mexico is as beautiful as the Caribbean.  It has some of the finest SportFishing in the World.  And...the waters off the South Padre Island coast are teaming with species such as Red Snapper, Amberjack, Cobia, and Shark...to Dorado, Tuna, Wahoo, King Mackerel, Sailfish and Marlin.

The Pelican Services has a boat that can accommodate up to 6 people in style and comfort.  The Captains are experienced and knowledgeable to make your Offshore Trip successful and Fun.  The crew is handy and can accommodate you, as well as, land the Big One.  The Pelican Services also practices catch and release of all Billfish and supports tagging and clipping for scientific examination through NOAA.

The Pelican Services has 3 trip plans available to meet your needs and budget:

6-8 Hour Trip     Leave the dock around 8:00 am and fish between 10 and 20 miles off the South Padre Island coast.  This trip catches fish such as Red Snapper, Cobia, Grouper, and Shark.  This trip consists of bottom fishing reefs and structure.

8-10 Hour Trip    Leave the dock around 8:00 am and fish between 20 and 40 miles off the South Padre Island coast.  This trip catches fish such as Dorado (Mahi Mahi), Tuna, King Mackerel, Wahoo, Shark, and Sailfish.  This trip consists of trolling and coving larger areas of the bottom for bigger fish.

10-12 Hour Trip   This is a Billfish trip.  We leave the dock  preferably around 5:00 am and fish between 30 to 80 miles off the South Padre Island coast.  This is where we troll for the "Monsters"...Yellowfin Tuna, Shark, Wahoo, Sailfish, and Blue Marlin.

Capt. Ernest Cisneros grew up fishing the Lower Laguna Madre since childhood. His vast knowledge of the area combined with his B.S. degree in Education and Biology will leave you with a greater knowledge of the diverse habitat of the Laguna Madre. In 2002, he formed the first Fishers of Men Fishing Tournament in the local area, which has gotten bigger and better every year. Capt. Ernest is committed to sharing his passion and knowledge with others, whether it is a trip with the most experienced angler or the first trip for the beginner. Your charter boat is an eighteen foot Shallow Sport, completely rigged for our shallow bay system ( average depth = 1.5 ft.) with a 150 Yamaha V-Max on the trailer and can launch from any number of ramps around the Lower Laguna Madre. We will even pick you up on the way to the ramp.

We guide for snook, trout, redfish, flounder, and a few other species that the Lower Laguna Madre has to offer. Fishing with both fly and spin tackle, we allow clients access to the fish of their choice. We fish the pristine waters of the Lower Laguna Madre Bay year round from Port Mansfield to the South Padre/ Port Isabel area. We specialize in sight, wade, and drift fishing with artificials.

My name is Captain Cliff Fleming.  Join me for a trip on the Crystal clear waters of the Lower Laguna Madre Bay of Deep South Texas. My experience encompasses a lifetime fishing including these waters since 1974.  Trained as a Geophysics Data Processor I decided to create Crystal Flats Guide Service in 1986 as professional Private 6-pack charter captain licensed by the United States Coast Guard.

My forte is sight fishing for targets or confront the challenge of weary tailing redfish and speckled trout.  Success is the ability to formulate the clients’ requests to match their skill levels this approach is a first priority.  Each trip on the water customer fishing is the main focus so my list of sponsors and trophies are not as important as my customer satisfaction record.  Whether exploring the depths for exotic fish species of Port Brownsville or near shore Jetties sport fishing, as well as North on the Laguna Madre all the way to Port Mansfield this is my back waters comfort zone and the realm where I feed my mind and educate others about the ever-changing fishing challenges that can last a lifetime.

Welcome to Captain Bills’ Bay Charters.  We offer Fun, Fishing and Safety to the experienced and inexperienced fisherman in the South Padre Island, Texas area.

First, I would like to mention a few details about your Captain.  I hold a current United States Coast Guard Master License number # 908070.  I am the local Supervisor for the Saltwater Field Testing Unit of Quantum/Zebco for Rods, Reels, and Motor Guide trolling motors. I maintain several local staff guides field-testing these products to insure you have quality equipment for your trip.

Presently I am on the Board of the Port Isabel / South Padre Island Guides Association where I hold the position of Vice President. The PI/SPI Guides Association is a quality collection of some of the finest professional Local Charter Captains to be found on the Extreme Lower Texas Coast.  If you or your company have a need for group charters, we have this association of quality captains to assure you of a great trip.

While fishing on my vessel you will be on a 20 ft. Baymaster shallow draft boat powered by a 150 hp Johnson motor fully equipped with lifejackets, VHF radio, cell phone, and USCG required safety devices.

We provide all tackle, baits, and ice needed for completion of your fishing excursion.  The predominate species we target include Redfish (red drum), Spotted Sea Trout (Speckled Trout), Southern Flounder, Black Drum and Snook.

Bring the kids. We will teach them the correct way to fish for a lifetime of fun on the water.

5 Hours- Half Day Trips (King, Snapper, and Dorado)
Drift fishing for King Mackerel is easily done on half day trips since these types of fish are found close to shore.
Dorado are commonly caught while trolling on half and 3/4 day trips.

8 to 10 Hours - Full Day Trips
Troiling around shrimp boats is a sure-fire way to get your kicks offshore. We may even have a chance at hooking a Sailfish and/or Dorado (Mahi Mahi).
Trolling on Full day trips gives us the opportunity to come home with a "mixed bag".

Canyon Trips
If you want to hear the line zing off an 80w and be part of the Chinese fire drill that is Marlin fishing, then this trip is for you.
Strikes from Tuna, Wahoo, and Dorado are also quite common. When fishing in deeper waters anything goes, we will have shots at everything from Bonito to Marlin.
