I don't think (hope) that he is not intentionally trying to hook a sea gull. However, it is possible to have one take a floating bait or shrimp. We were fishing near the old concrete ship in Galveston bay and had just cast a shrimp when a gull swooped down and got it before it could sink. He got hooked and put up a heck of a fight. Got him to the boat and finally got the shrimp and hook out of his beak. However, he sat on the boat rail, would not leave, and kept screaming at us. Finally realized what he wanted. His shrimp! Gave it to him and he flew off! By the way have also had alligators take plugs as well as bait when fishing in fresh water. Cut the line. That is one battle that you can't win.
