These questions may seem dumb to some of yall, but I really don't know.

1)Two years my father wanted to mail me a lever-action rifle from WV to TX.  We've never mailed any firearms before so we found out it is difficult.  He eventually had to jump through all these hoops to get it here.  He sent it from the Cabelas in Wheeling, WV to the Buda, TX Cabelas.  Are there any other ways we can legally send firearms through the mail?

2)Say you were lucky enough to score a hunt in Wyoming, but you don't want to drive.  What kind of rigamorale would you have to through at the airlines to check in your rifles?

3)You're planning a road trip across the country and want to take your handgun for protection.  They're all kinds of crazys out there along the interstates.  If you have your Texas CHL, is this legal?  Do you need a CHL for this?  What do truckers do?

4)Is it legal to go to another state, buy rifles then sell them in Texas?  For example, in WV a model 94 30-30 might go for $250.  I know someone here who will pay $380.  Can I go up there, buy it, get it registered, come down here, sell it, then he registers it in his name?  It's just an example.  $130 profit isn't worth the trip.

ANTLERS

Question #1 & #2 .....not sure about.

If you have a Texas CHL and you are traveling you must see if the states you are traveling through and to honor the Texas CHL. Many states do not.

As long as you as a Texas resident can buy a rifle in that state then who isto know what you do with it when you get it back to Texas......

Also......You do not have to register a firearm bought from an individual in the country. I found this out the hard way. I have a father in-law that is pretty diffficult to get along with. One year for Christmas....my MIL and I went in together and bought him a rimfire rifle. He made a big deal out of the rifle being in my name and not in his...... so I went about trying to see what the proper way was to get the rifle "registered" in his name. I went to the local county police department and they didn't know so they gave me the local ATF officers number. I called and spoke to him and he said other than writting out something saying I gave i to him as a gift..... the only way he knew of that he could do it was to go to one of the local pawn shops and pawn it then get it right back out. Any one who has pawned a gun before knows even though the gun is yours to begin with.... you have to fill out the FFL forms to get the gun out of pawn....then the serial # will be in your name, therefor it is "registered" to you.

To attempt to answer 1 & 2:

1.) The only way you can legally move guns through the mail that I know of is from FFL license holder to FFL license holder.  Gunbroker.com (link and likely others) has a list you can use to find folks in your area.  The FFL dealer will charge anywhere from $25-$50 for the transfer.

2.) The rules for transporting guns in the air are summarized by the NRA here.  It's well worth reading.  The basics are these:  Firearms carried as checked baggage must be unloaded, packed in a locked hard-sided container and declared to the airline at check-in. Only the passenger may have the key or combination. Small arms ammunition must be placed in an appropriate container: "securely packed in fiber, wood, or metal boxes, or other packaging specifically designed to carry small amounts of ammunition. " Under TSA regulations, ammunition may be packed in the same locked container as the unloaded firearm, but airline rules may differ. Do not label your case as containing a firearm.  You should contact the airline in advance, obtain a written copy of the airline policy from a reservation clerk or the airline's website, and bring it to the airport in order to answer any questions that arise at check-in.  I'd also contact the TSA for their written policies.

Hope this helps.

1. non FFL's can send long guns through US postal mail if it is within the same state.  Handguns must go through a contract carrier.  If it is out of state like in your case, the non FFL (you) must ship to an FFL (dealer like Cabelas).  http://www.atf.gov/firearms/faq/faq2.htm#b1

2. I've flown w/ rifles and handguns on several occasions.  Each airline has different policies so it's best to check their website or contact the airline to find out what their policy is.  Normally gun has to be unloaded and inspected at checkin, must be in an approved case, and locked after inspection and inspection tag inserted into the case.  It's hit-and-miss whether the airline agent at checkin knows their own companies firearms procedures.  I've had one agent ask for my badge and then call her manager when I didn't have a badge, and a different agent just say ok and escorted me to another booth so that she could inspect my gun w/o scaring the other people in line.

3. I took a trip a few years ago where I had to fly to Tampa, FL and then drive back to Texas.  Before my trip, I figured out what the CHL reciprocity was for all the states I would be traveling in (FL, AL, MS, LA, TX).  I then went to the TX DPS reciprocity website (http://www.txdps.state.tx.us/administration/crime_records/chl/reciprocity.htm) and printed out all the reciprocal agreements TX has with these states and kept them in a folder w/ me.  I checked my handgun in at DFW airport like I said in #2 above and flew into Tampa.   Then when I drove back to TX, I had my handgun with me and I had all the reciprocal agreements printed out in case I was pulled over.

4. If you purchase a firearm with intent to sell it in another state, that constitutes interstate commerce which is regulated by the Gun Control Act of 1968 (http://en.wikipedia.org/wiki/Gun_Control_Act_of_1968).  You have to be a licensed dealer (FFL) if you want to buy/sell firearms in different states.  You do not have to be a dealer if you buy/sell within your own state.
